take the clamp on mount for an old trolling motor{ just saw 2 on ebay} cut off a wood oar take the belt sander to it till it fits the hole drill a smal hole in the back of the housing to secure the oar to the trolling motor bracket..

i have not tried this yet just in the thinking stage.but it seems to be the simplest way to do it.i would say the paddle would need to be at least 12 " below the water line .if u make it a little longer and use the tilt on the bracket u should be able to find the right lenght for ur fishin style
